About NIA
History and Mission
The National Infrastructure Alliance was formed in early 2014 as a 21st century solution to meet the challenges of the construction industry in this century and beyond. Modeled after the former National Heavy and Highway Alliance (NHHA), the NIA continues to build on more than fifty years of success and partnerships originally formed by the NHHA.
To meet those needs, the Affiliated Unions of the NIA, including the International Union of Operating Engineers, the United Brotherhood of Carpenters and Joiners of America, International Association of Bridge, Structural, Ornamental & Reinforcing Iron Workers, and the Laborers International Union of North America, in concert with our contractors, adopted a new approach and now share a unified position – to ensure the success of our contractors, then supply the best trained, safest and most productive workforce in the world.
The NIA is an aggressive and responsive alliance that fully represents the interests of our members, contractors and clients in the United States.
The NIA will continue to focus its efforts on re-establishing a significant basic trades’ presence and increasing market share. Unlike any other organization past or present, the NIA speaks with the unified voices of its Affiliated Unions and the many world-class contractors who employ our members.
Our promise to our contractors, clients and members is to:
• establish consistent labor policies and procedures that benefit all parties
• develop guidelines to resolve any unforeseen issues
• provide opportunities for workers from the local geographic area
• support and promote community outreach
• develop an economical and efficient labor relations plan and strategy for our clients to reduce interruptions and cost overruns
• provide innovative training and certification to apprentices and journeymen to ensure the highest skill level possible
• prevent work stoppages and slowdowns

Executive Vice President Terry T. George
For over 40 years, Terry has been a steadfast supporter of union craft work, not only in the Baltimore/Washington metro area, but also throughout the U.S. and other parts of world. He has a wealth of experience in industrial construction. Terry started his career as an Operating Engineer apprentice in 1974 and after 18 years in the field working as a crane operator, shop steward and Master Mechanic, worked at the International Union of Operating Engineers, where he held the positions of Assistant Director of the Construction Department, Director of Jurisdiction and Assistant to the General President in the 1990’s. In 2000, he moved on to additional challenges, spending 13 years working for one of the Top 10 Fortune 500 Global engineering, construction and project management companies. He rose to become a Vice President of their union construction company as a Regional Labor Relations Manager responsible for managing and staffing multi-billion-dollar projects involving nuclear & fossil power plants, petrochemical, bridge and highway construction work. In 2013, Terry returned to his roots when he was again appointed Director of Jurisdiction/Davis-Bacon for the IUOE at their International Headquarters in Washington D.C.
His experience at the highest levels on both sides of the isle, provides Terry with the unique ability to understand the challenges facing owners, contractors and construction craft unions concerning the bidding, letting and execution of complex infrastructure projects in today’s competitive market. “Partnerships, perseverance, and a positive attitude will give the NIA unions the upper hand in rebuilding the nation’s infrastructure.
